Confirm the date and your coverage at the source

This rule reaches only persons who manufacture, process, pack, or hold a food on FDA's Food Traceability List, and some operations and foods are exempt under 21 CFR 1.1305. Its compliance date already moved once — from January 20, 2026 to July 20, 2028, a 30-month extension — so confirm the current date on FDA's Food Traceability Rule page and read the requirements themselves in 21 CFR Part 1, Subpart S rather than a date you remember. As of July 2026 it is July 20, 2028 — pushed 30 months from the original January 20, 2026 by an FDA rulemaking and a matching direction from Congress. It has moved before and can move again, so the date to plan around is the one on FDA's page today, not the one in a webinar deck.
You have checked whether anything you handle is on the Food Traceability List. Confirm at FDA's Food Traceability List whether any food you make, or any ingredient you use, is listed. The rule covers only listed foods and foods that contain a listed food as an ingredient. If nothing you handle is on the list, the federal rule does not reach you today — but a large retail customer can still bind you to the same records by contract, so know which case you are in.
You have confirmed you are a covered entity, and checked the exemptions. The rule applies to persons who manufacture, process, pack, or hold a listed food. Confirm your status and read the exemptions in 21 CFR 1.1305 — some operations and foods fall outside it — so you neither build records you do not owe nor assume an exemption you do not have.
Your Critical Tracking Events are mapped to your actual process. Walk your process and mark which of the rule's events you physically perform. A manufacturer who buys ingredients and makes product usually owns three of them — receiving, transformation, and shipping — while harvesting, cooling, initial packing, and first land-based receiving belong to the start of the chain. Which events apply follows from what you do to the food, not from opinion.
Receiving events capture their full data set (21 CFR 1.1345). For each listed food you receive, confirm you record the traceability lot code, the product description, the quantity and unit of measure, the location it came from, the location where you received it, the date you received it, the location that assigned the traceability lot code (or its reference), and the reference document type and number — all tied to that lot. Transformation events link the input lots to the new lot (21 CFR 1.1350). For each batch, confirm you record the traceability lot code and quantity used from every input lot, tied to the new traceability lot code you assign the output, along with its product description, the quantity produced, and where and when you made it. Shipping events capture their data and pass it downstream (21 CFR 1.1340). For each listed food that leaves your dock, confirm you record the traceability lot code, the quantity, the product description, where it shipped from, where it is going, the ship date, the traceability-lot-code source, and the reference document — and that you send that traceability information on to the recipient. Traceability lot codes are assigned at the right moment, and only there (21 CFR 1.1320). Confirm you assign a traceability lot code when you transform a food — plus, if you also initially pack a raw agricultural commodity or first receive a food off a fishing vessel on land, at those moments. Confirm you do not mint a new code just for shipping or receiving: a lot keeps its code as it moves until it is transformed into something new. Read 21 CFR 1.1320. Record: how each lot got its code.
A written traceability plan exists (21 CFR 1.1315). Confirm you keep a written plan that describes how you maintain these records, how you identify which of your foods are on the list, how you assign traceability lot codes, and who the point of contact is — with a farm map added if you grow or raise a listed food. Records are retained for two years (21 CFR 1.1455). Confirm you keep the required records for two years from the date you created or obtained them, as original paper or electronic records or true copies. Record: where those records live and how long they stay there.
Records are retrievable within 24 hours of a request (21 CFR 1.1455). Confirm you can produce the required records — for the foods, date ranges, or traceability lot codes FDA names — within 24 hours of a request, or within some reasonable time FDA agrees to. You can assemble an electronic sortable spreadsheet on demand. Confirm that when FDA asks, you can pull your traceability records into one electronic sortable spreadsheet within 24 hours. The smallest operations may provide the information in another format, so check whether that allowance applies to you. This assembled, linked view is the real test: records scattered across a binder, a spreadsheet, and a stack of bills of lading are all present and still fail if no one can tie them together in a day.
